爭議多時的國光石化開發案，環保署即將於2011年1月27日召開第四次專案小組會議，極有可能年前偷渡闖關。「全國青年反國光石化聯盟」表示，國光石化提出所謂「縮小規模方案」，只是企圖營造讓步的假象，根本沒有解決這一年來社會各界對國光石化的諸多質疑。因此堅決反對通過此一「縮小規模」替代方案，並要求環保署和環評委員應勇於做出「不予開發」結論、請國光石化公司立即撤案！
國光石化開發案於原預定地「縮小規模」仍留下許多爭議，包括彰雲嘉南地區乃至全民罹癌風險暴增、搶奪中部水資源並造成母親之河濁水溪死亡、摧毀當地農漁牧業造成全台糧食安全堪慮，破壞生態環境導致「國寶」台灣白海豚滅絕....等，都是無法回復的傷害。而且國光石化所謂縮小規模，每年還是排放高達730噸的溫室氣體，完全不符合氣候變遷下永續發展的國際潮流。國光石化於大城濕地設廠，違背世代正義、債留子孫，曇花一現的GDP數字和財團利益，竟要用全民的未來埋單，所以全國大專院校包括彰化師範大學、中興大學、台灣大學、政治大學、世新大學、臺灣師範大學、清華大學、交通大學...等廿餘所學校的青年學子選擇此時此刻站出來反國光石化，守護家園、支持農漁民，更是在捍衛自己的未來！
全國青年反國光石化聯盟今日守夜行動三大訴求，「國光石化，立即撤案；環評結論、不予開發」、「保障農漁永續，守護糧食安全」、「立即劃設大城濕地為國際級濕地」，並公布2646名彰化高中生與1600名全國大專青年連署反對國光石化開發名單，由青年點亮燭光，為彰化的國際級濕地、白海豚與憂慮的彰雲地區農漁民祈福，並表達對彰化靜坐學子的全力支持。百位青年學子手持蠟燭與標語，在高昂的青年反國光戰歌與大鼓陣聲中，步行至環保署前展開晚會與守夜活動，聯盟並隆重推出青年反國光行動劇「不能吃的祕密」，新世代創意反諷意味十足。另外包括農村武裝青年、濁水溪公社、吳志寧、拷秋勤、老林家、林中光、山狗大後生等獨立樂團，及詩人吳晟、作家張鐵志等也現身晚會，為青年守夜行動鼓舞打氣。晚會結束後，青年們將在現場舉行「青年環境論壇」，以開放論壇形式，由在場青年朋友暢談對永續未來的想法與行動方案。
台灣或許已經許久未見如此大型的學生運動。台北街頭今夜冷颼颼，全國各大專院校青年仍風雨無阻、義無反顧，站上第一線表達反對台灣興建國光石化的訴求，並且呼籲全民在國光石化撤案之前，共同加入監督環評、守護未來的行列。

Environmental Impact Assessment Committee Should Reject KuoKuang Petrochemical Project to Preserve the Future of The Youth ：

The widely controversial KuoKuang Petrochemical Project might be accepted at the fourth time environmental impact assessment committee held by Environmental Protection Administration (EPA) on Jan, 27, 2011. National Youth Alliance For Anti-KuoKuang Petrochemical Project states that although an alternative plan newly proposed by KuoKuang Petrochemical Technology Company in this committee downsize the projects scale, it solves none of the issues resulting from building an oil refiner at Dacheng wetland (大城溼地). The alliance regarded it only as a maneuver for KuoKuang to evade criticism and gain support. Therefore, the alliance is firmly against this “downsized alternative,” demanding EPA and commissioner to reject this development plan and asking KuoKuang to withdraw its application.
The harms to environment and residents resulting from building an oil refiner at Dacheng wetland remain unsolved in the downsized alternative. These irreparable harms include the dramatic rise of cancer risk of local residents , the grab of water resources in central part of Taiwan drying up Loh Tsui Kweh, the increase of food insecurity due to the devastation of regional agriculture, animal husbandry and fishery industry, the extinction of engendered Indo-Pacific Humpback Dolphins of Western Taiwan owing to the damage of ecosystem, and so on. Furthermore, the downsized alternative emitting 730 million tonnes of carbon dioxide annually is totally against the international trend of sustainable development under climate change. Also, selling our future for ephemeral growth of GDP that mainly benefits few conglomerates is opposed to Intergeneration Justice. Due to these concerns, college students nationwide, including but not limited to National Changhua University of Education, National Chung Hsing University, National Taiwan University, National Chengchi University, Shih Hsin University, National Taiwan Normal University, National Tsing Hua University, National Chiao Tung University, initiate this action to protect homeland and defend their future.
There are three appeals requested by National Youth Alliance For Anti-KuoKuang Petrochemical Project. First, KuoKuang Petrochemical Technology Company immediately withdraw its application, and environmental impact assessment committee turn down this development plan. Secondly, preserve our agriculture and fishery industry for sustainable development and food security. Thirdly, designate Dacheng wetland as a wetland of international importance forthwith. The alliance also publish a petition against KuoKuang Petrochemical Project signed by 2646 high school student of Chang Hwa County and 1600 college students nationawide.
The night watch demonstration held by the alliance will begin with hundreds of students holding candles to show their determination. A short play called “Secret”(不能吃的秘密) is arranged by the alliance to satirize the KuoKuang Petrochemical Project impact on people's health. Later on, a poet Wu Sheng ( 吳晟),a writer Zhang Tie-Zhi (張鐵志) and many independent bands, including The Armed Youth of Rural Village (農村武裝青年), Loh Tsui Kweh Commune (濁水溪公社), Wu Zhi-Ning (吳志寧), Kou Chou Ching (拷秋勤), Lao Lin Jia (老林家), Lin Zhong-Guang(林中光) , Shangou Da hou Sheng(山狗大後生) , will show up in the evening party to support the action. After the party, an overnight open space forum on the issues of sustainable development and civil action will be held for the youth to participate.
